Jesus is referring to two Jewish men who were in the Temple. One a religious Pharisee and the other a tax collector for the Roman government. One reminded God how faithful he was and one knew he needed Mercy. There will come a time when all men will recognize all depend on the mercy of God because there are none righteous, not even those after God's own heart like David and Paul...

Mankind is totally dependent on God's Mercy, both now and after their resurrection...and they will experience it because...

Both Christians and Muslims think of themselves as righteous because of their perceived faithfulness to God and to the doctrine of their particular Religion...they are NOT. They are “accounted” righteous only if they believe God "justifies the ungodly”.
“To him who...believes on Him who justifies the ungodly, his faith is accounted for righteousness" (Romans 4:5).
